초대의글
정부혁신 생산성연구소가 창립된 지 어언 4년이라는 세월이 흘렀습니다. 이제 사람으로 말할 것 같으면 걸음마 단계를 벗어나 새로운 세계로 도약할 나이입니다. 저희 연구소는 가톨릭대학교 부설연구소로서 비록 짧은 기간이었지만 자타가 공인하는 괄목할 발전을 이룩해 왔습니다. 그동안 국제학술대회 2회 개최, 청와대를 비롯한 정부용역 25건 수주, 23건의 정부용역보고서 발간 등 양적인 성장뿐만 아니라 조직진단, 성과관리 등 핵심부문에 연구소 역량을 집중함으로써 어느 대학 연구소도 따라 올 수 없는 질적 발전을 이룩해 왔습니다. 이러한 노력의 결과, 저희 연구소는 작년도 대학본부 연구소 평가에서 종합 2위를 차지함으로써 다시 한 번 그 성과에 대한 인정을 받았습니다.
하지만 저희 연구소는 여기에 자만하지 않고 제2단계 도약을 준비하고 있습니다. 기존의 조직을 확대․개편하여 7개부를 공공관리연구센터, 지방자치경영연구센터, 공공정책연구센터, SOC․건설경제연구센터로 집중적으로 보강하고 편집위원회를 신설하여 전문학술지를 발간할 계획을 추진 중에 있습니다. 이러한 놀랄만한 변화는 대학본부를 비롯한 학내 구성원들과 우리 행정학과 교수님, 대학원생, 학부생들의 뜨거운 성원에 힘입은 바가 크다고 아니할 수 없습니다.
특히 이번에 개최하는 국제학술세미나는 공공관리 개혁과 정책혁신이라는 주제를 가지고 우리나라를 비롯한 중국, 일본의 개혁과 정책혁신을 비교론적 관점에서 고찰함으로써 동아시아 국가의 생산성 향상을 위한 담론의 장을 마련하는 데 큰 의의가 있다고 할 수 있습니다. 이러한 국제적 세미나를 통해 이들 국가의 공공관리 개혁과 정책혁신을 위한 방법론이 한 단계 더 업그레이드 될 것으로 믿어 의심치 않습니다. 아무쪼록 학기 중에 여러 가지 업무로 공사다망하시겠지만 부디 왕림하시어 정부혁신․생산성연구소가 우리나라 정부정책의 싱크탱크로서 굳게 자리매김할 수 있도록 뜨거운 성원을 부탁드리는 바입니다.

Invitation
It has already been four years since The Government Innovation and Productivity Institute was established. Now, we dream of leaping into a new world. This institute, part of The Catholic University of Korea, has experienced remarkable growth in it's short history. We have achieved numerous results in both quantitative and qualitative aspects and are proud of the fact that we accelerated faster than other institutes in this field. Consequently, we were acknowledged for our achievement by holding the second place in the University Contest last year.
However, we do not sit on our laurels. We are already preparing for the next phase and for even faster development. To do this, we reorganized the institute into four research centers this year: The Public Management Research Center, The Local Autonomy and Management Research Center, The Public Policy Research Center and The SOC & Construction Economy Research Center. In addition, we have the newly established editorial board, who will be responsible to issue the academic journal periodically. All of these amazing changes are thanks to the heartful support from our faculty members, undergraduate and graduate students, as well as the university's offices.
During this international conference, which will be held under the title “Public Management Reform and Policy Innovation”, Chinese, Japanese, and Korean researchers will discuss government reform and policy innovation. The aim is to improve national productivity in East Asia in a comparative perspective. I sincerely anticipate that public management reform and policy innovation in these three countries will be enhanced through this conference. I would greatly appreciate it if you could attend this conference and help the Government Innovation and Productivity Institute to develop a Think Tank for the Korean Government.
